GENERAL SECRETARIAT

Role: As a coordinating and facilitating body for municipal services, the general secretariat is a pillar of community life, assisting, advising and supporting the mayors.

Description :
The General Secretariat implements, under the directives of the City Council, the policies and decisions of the Municipal Executive . title , it:

  • assists the mayor in preparing the budget while being the guarantor of budget execution, relying on his mastery of budgetary and accounting rules;
  • He represents the municipality or the Mayor, both internally and externally, as needed.
  • ensures the preparation of municipal council deliberations, municipal decrees, civil status documents, based on its knowledge of the general code of local authorities and the legal rules necessary for their drafting and its knowledge of the public procurement code;
  • processes planning applications and funeral management files;
  • develops and implements the decisions of the municipal council by advising and assisting elected officials in their work;
  • coordinates decisions relating to municipal facilities and ensures the proper organization of public services, as well as compliance with hygiene, health and safety rules at work;
  • ensures the supervision of teams and human resources management at the municipal level, as well as the monitoring of works;
  • organizes and provides reception and information services to users of the public service;
  • Quality control of services provided.

The following services are attached to the general secretariat:

  • Legal affairs;
  • Information technology and statistics ;
  • Monitoring and management control;
  • Translation and promotion of bilingualism;
  • Mail, reception and liaison;
  • Documentation and archives.
  • Formalities required for all service requests:
    • Filing and registration of official correspondence with the Mail, Reception and Liaison Service.
  • Useful documents :
    • Official letter addressed to the Mayor or the Council.
    • Applicant’s identity document (if required).
    • Any supporting documents related to the application.
